The Free Trade Zone Regime is the mainstay of Costa Rica‘s export and investment promotion strategy. It is a set of incentives and benefits granted by the Costa Rican government to companies making new investments in the country and it provides tax incentives.

Companies that may apply for the Free Trade Zone System Regime:

List of incentives granted:

Costa Rica´s tax incentives and benefits are standardized. They apply to any and all companies according to their operation, so there is no need for negotiation on a per case basis. In addition, entities wishing to set up operations in areas outside the Greater Metropolitan Area (GMA) can enjoy greater benefits. Discover the option according to your needs.

    SOLARIUM is the first real estate project located out of the GMA (Great Metropolitan Area) with immediate availability. Its strategic location, outside of the GAMA, will allow the future companies that decide to install their enterprise activities there, to maximize the incentives that the new Law of Free Trade Zones offers and to take advantage of these incentives by terms more extensive than the ones offered by other developments located within the GAMA.

    Solarium has various commercial and residential uses intended to generate a self-sufficient economy, creating resources that will greatly benefit the area and rest of the country.


    SOLARIUM is located in Guanacaste, just in front of Daniel Oduber Quirós International Airport, granting to the future companies a comparative and unique advantage. In addition Solarium is only 12 km from the center of Liberia, and 32 km from Peninsula de Papagayo.

    Costa Rica is known as one of the most visited international destinations. Among its main attractions for tourism and investment stand to be holding the 6% of global biodiversity and have more than 25% of its land protected, advanced academic level and English proficiency, social and economic stability and a high standard of quality services.

    • Block 14 - Office complex in construction: It is the first of several novel office complexes with edge technology. Located in front of a park of 45,000 m2 and near the Hilton Hotel Garden Inn Liberia Airport.

    3. Solarium Village: Was thought and planned as an independent city in which a mix of uses come together: residential, commercial, hotel, offices, recreation and entertainment; physically integrated in a pedestrian scale designed city. It was strategically designed to ensure that this convergence of uses work in total synergy. The first level is focused on providing commercial space, whereas the second level is focused on office space and apartments. Every block has its own unique design, and commercial and living areas will be easy differentiated as a result of meticulous architectural planning.
    • Block 5- Constructed: It offers commercial premises, offices and 4 different types of apartments. In addition it has security services 24 hours, maintenance of green zones and cleaning of common areas.

    4. Hotel Hilton Garden Inn: A business class hotel with all the facilities and necessary comforts. It has a total of 169 rooms equipped to attend their guests. The hotel also offers electronic systems, wireless connection to Internet, business center open 24 hours a day, restaurant, bar, gym, swimming pools, maintenances and service areas.


    Solarium will generate services that are fundamental to support the development of the zone, in harmony with nature. This development opens doors to the communities of the zone, with an inclusive concept, that will allow exporting a safe style of life, with consciousness both environmentally and socially.

    The Academic System in Costa Rica is open to provide the necessary training/programs, working with companies to address their needs and demands. These Academic Collaboration models are established as a formal agreement between the company and the specific institutions involved.

    For example, the National Training Institute (INA) offers free technical training in numerous fields, focusing in the areas like: Industry, Graphic Industry, and Trade and Services.

    Any company with operations in the country will have access to INA training for their employees at no additional cost, since INA’s courses are funded by the 1.5% of the total payroll that these companies must pay. Thus, INA training programs can be seen as a subsidy from the government, because the costs of training programs are higher than the 1.5% charged to the company for its employees. The INA has 60 facilities nationwide.



    In Costa Rica, foreigners have equal rights and obligations; they have no limits to property handling and they can conduct business activities freely, for there is free capital movement without foreign exchange controls.

    Multinational companies must comply with the same procedures and regulation as local companies to start operations in the country. However, CINDE offers assistance to foreign investors through a immigration procedure.

    Streamlined immigration applications and visa granting, with no limitation on number of foreigners working in companies, are some of the incentives Costa Rica offers.
